I’m a fan of NY Adorned. They definitely aren’t the cheapest option for body mods in NYC, but I think they’re worth it. In addition to my tattoos (the new one plus my first one, by Brad Stevens), they’ve helped me out with a troubled labret piercing and that was a good experience as well.
The Protomen tattoo you’re referring to was done by Bart Bingham, and I think he’s great. He was referred to me for his skill in detail work, and I appreciated the care and attention to detail he showed throughout the process.

Or if you don’t have a design yet, you can talk with him about what it is you want and he can help you figure out which artist would be best to work with.
The consultation is free, but when you schedule the appointment for the tattoo itself, you’ll need to leave a deposit.
I’ve had three tattoos at NY Adorned now, and all three have been good experiences. My most complex tattoo is the one on my back, which was done by Bart Bingham. I like his work a lot and will probably go to him the next time I want something fancy done.

Oh, that tattoo gets plenty of attention already. Let’s talk instead about how my snake is routinely mistaken for either Don’t Tread On Me (reasonable) or a Death Eater mark (incredible). If I had known it would be such an amazing conversation starter I would have done it years ago.
